Job Description:

Dans un contexte marqué par des enjeux croissants de planification urbaine intégrée et de sécurisation foncière, AMSCO accompagne Kribi Port Industrial Zone (KPIZ) dans le recrutement de son futur Chef du Département Urbanisme & Maîtrise Foncière.

I- MISSION PRINCIPALE

Le Chef du Département Urbanisme & Maîtrise Foncière est responsable de la planification urbaine, de la gestion foncière et de la sécurisation des terrains de la Zone Industrielle Intégrée du Port de Kribi (ZIIPK). À ce titre, il assure la mise en œuvre d'une planification urbaine intégrée et veille à la sécurisation durable du foncier nécessaire au développement de la zone, dans le respect des cadres réglementaires et des exigences institutionnelles.

II- RESPONSABILITES

​1. Planification urbaine

• Élaborer et actualiser le plan d'urbanisme et de zonage.

• Veiller à la cohérence entre les implantations industrielles et le Master Plan.

• Participer à la planification stratégique de l'expansion de la zone.

• Assurer la compatibilité des projets avec les normes urbanistiques.

​​2. Maîtrise foncière et régularisation

• Piloter les procédures d'acquisition, de compensation et d'immatriculation.

• Assurer la gestion des titres fonciers, servitudes et conventions.

• Maintenir un cadastre interne et une cartographie actualisée (SIG).

• Coordonner avec le MINDCAF et les autorités administratives compétentes

​3. Gestion des parcelles et coordination commerciale

• Tenir à jour la cartographie des parcelles disponibles et allouées.

• Travailler avec la DMC sur la disponibilité foncière pour les investisseurs.

• Sécuriser juridiquement et techniquement l'affectation des terrains.

​4. Gestion des risques fonciers et relations communautaires

• Anticiper et prévenir les conflits fonciers.

• Participer au dialogue avec les communautés riveraines.

• Contribuer aux mécanismes de gestion des plaintes en lien avec la CES.

​5. Reporting et bailleurs

• Produire des rapports périodiques sur l'état de régularisation foncière.

• Assurer la traçabilité des acquisitions et compensations.

• Contribuer au reporting institutionnel et aux exigences des bailleurs en matière de sécurisation foncière.

III- ​PROFIL REQUIS

• Bac+5 en urbanisme, géométrie, droit foncier ou dans les domaines de l'aménagement et de la planification territoriale.

• 8 à 10 ans d'expérience en urbanisme ou gestion foncière.

• Expérience en projets d'aménagement structurants appréciée

• Bonne connaissance du cadre foncier camerounais

• Bonne connaissance des outils SIG

• Forte capacité de négociation.

HEAD OF URBAN PLANNING & LAND MANAGEMENT DEPARTMENT (M/F)

As part of responding to increasing demands in integrated urban planning and land security, AMSCO is supporting Kribi Port Industrial Zone (KPIZ) in the recruitment of its future Head of Urban Planning & Land Management.

MAIN MISSION

The Head of the Urban Planning & Land Management Department is responsible for urban planning, land management, and the securing of land within the Kribi Integrated Industrial Zone (ZIIPK). In this capacity, he is tasked with ensuring the integrated urban planning of the ZIIPK and sustainably securing the land required for its development, in compliance with regulatory frameworks and institutional requirements.

Reporting directly to the Director of Development, the position serves as the guarantor of urban planning coherence, land regularity, and the availability of plots necessary for the zone's development.

​KEY RESPONSIBILITIES

​1. Urban Planning & Zoning

• Develop and update the KPIZ Urban Master Plan and zoning schemes

• Ensure consistency between investor projects and land-use regulations.

• Contribute to expansion planning of the industrial zone and its hinterland.

• Ensure project compliance with urban planning standards.

​2. Land Management & Regularization

• Oversee procedures for land tenure acquisition, compensation, titling, servitudes and registrations.

• Maintain the internal cadastral and GIS system.

• Secure land tenure under KPIZ management.

• Coordinate administrative procedures with the Ministry of State Property, Surveys, and Land Tenure (MINDCAF) and local authorities.

​3. Investor Land Allocation Support

• Coordinate with the Marketing & Commercial Directorate on land allocation.

• Monitor land availability and occupancy rates.

• Ensure contractual land documentation is properly aligned with legal titles.

​4. Community Relations & Risk Prevention

• Anticipate and manage land-related disputes.

• Participate in dialogue with neighbouring communities.

• Contribute to social risk mitigation strategies in coordination with the E&S Unit.

​5. Reporting & Development partners

• Produce periodic land and urban development reports for Management and development partners.

• Monitor land regularization KPIs (titling rate, disputes resolved, allocation efficiency).

• Contribute to impact metrics (industrial occupancy rate, land absorption, economic density).

​​REQUIRED PROFILE

• Master's degree (Bac+5 equivalent) in Urban Planning, Geomatics, Land Law or Geography.

• 8–10 years of experience in land management, urban planning, or cadastral systems.

• Strong knowledge of Cameroonian land regulations and administrative procedures.

• Experience with GIS tools.

• Prior exposure to development finance institution standards is an asset.

KEY COMPETENCIES

• Proficiency in GIS and cartographic tools

• Good understanding of land administration procedures

• Ability to anticipate legal and social risks related to land management

• Institutional negotiation skills

• Documentary rigor and traceability
